considered. He himself still leans to the

idea of a tunnel and proposes to address the

S. of S. further on this point. No actual

steps are at present being taken as regards

the construction of the pipe line.

Mr. Henderson is being sent home to discuss his proposal with the Crown Agents and the Consulting Engineers and if and when after

that discussion the S. of S. approves the

matter. the work will be commenced at once.

It is not stated when Mr. Henderson will

arrive. I have ascertained from C.Registry

that no leave certificate has yet been

received for him.

I submit draft telegram for

consideration. A copy of the despatch and

its first enclosure and the telegram should

be sent to the Crown Agents saying that we

will let them know as soon as Mr. Henderson

reports arrival:
